Charter of the Voices above Silence
We the people of the Voices Above Silence band together to stop the furtherment of tyranny, together as one we serve as the government of the people, the military of the people, and the people for the people. We are the Voices above Silence.

Article I. The Congress of the People
The Congress of the People is a bicameral legislator consisting of a Council of Nationalities and Council of State.

Section I. Council of Nationalities.
The Council of Nationalities consist of every member of the alliance who doesn't have a government job or participates in any alliance function. The Powers of the CoN consist of power to declaration of war,elects a President, and chooses judges during trials.

Section II. The Council of State
The Council of State consist of three appointed members and two elected members. The CoS has the power to impeach ministers of government, power of the purse, approve of treaties, approves of the nomination of the President, and approves of the nomination of Ministers.

Article II. The Executive Branch
Supreme Leader: The Supreme Leader is the ceremonial leader of the alliance. The Supreme Leader can authorize for declaration of war without legislator approval, but must have Presidential approval. The Supreme Leader can create offices that are deemed fit. The Supreme Leader cannot fire government leaders, but can give advice and consent the President on actions he/she can take.

President: The President serves as commander-in-chief of the Grand Army of the Republic, can propose legislation, can propose declaration of war, appoints the Minister of Military Affairs, Minister of Foreign Affairs, and appoints three members to the Council of State. The President serves a single term for life. The Council of Nationalities elect the succeeding President.

Prime Minister: The Prime Minister serves as head of the Cabinet of Ministers. The Prime Minister can suggest new legislation to the Congress of the People, and the Prime Minister can suggest the sacking of Ministers who aren't fulfilling there duties. The Prime Minister serves as the President of the Council of State.

Minister of Military Affairs: The MoMA is the Supreme Commander of the Grand Army of the Republic. The Minister can appoint commanders, generals, and form units that are deemed fit. The Minister maintains the military integrity of the Republics military. The MoMA is nominated by the President.

Minister of Foreign Affairs: Is in charge of all foreign relations of the alliance. The Minister of Foreign Affairs has the power to conduct treaties on behalf of the president. The Minister of Foreign Affairs can assign members to conduct diplomatic business and establish a diplomatic ministry. This post is nominated by the President

Minister of Finance: The Minister of Finance has the authority of the power of the purse, all transactions must be approved by the Council of State. The Minister can establish a bank and any has jurisdiction over any monetary affairs. This post is nominated by the President.

Minister of Propaganda: The MoP is in charge of all news affairs depicting the greatness of the alliance. This post is electable.

Minister of Recruitment: The Minister of Recruitment is in charge of recruiting new members to the alliance. This post is electable.

Minister of Internal Affairs: The Minister of Internal Affairs is in charge of all trading affairs regarding inter-alliance trading and trade circles. Regarding the affairs of monetary aid between nations, the Minister of Finance and the Minister of Internal Affairs shall have duel jurisdiction.

Speaker of the Council: The Speaker of the Council is in charge of organizing all legislative agendas of the Council of Nationalities. The Speaker can propose acts of legislator to the council. The Speaker is elected the members of the Council of Nationalities. In order to choose a new member you must have 2/3 approval.

Article III. The Supreme Court of the Republic.
The Supreme Court of the Republic is not a permanent institution within the government of VAS. The People shall serve as a judge as a reparation for being part of our great alliance. Cases can be filed at any time and the Council of Nationalities shall appoint a panel of three judges.

Article IV. War Policy
VAS shall engage in offense wars and will conduct raids, but the members must gain approval for war and raids must be approved by the Minister of Military Affairs.

Article V. Party Policy
We will not allow Political Party's and or groups within the alliance, any member who proposes this will be regraded as a traitor to the Republic.

Article VI. Martial Law.
Martial Law has the power to alter the charter, fire government ministers, dissolve Congress, suspend elections, suspend the charter, establish a Military Junta but keep Congress in line to ensure Civilian leadership, and pass laws without legislative approval.
Martial Law can only be declared on the following occasions: War, Rebellion, civil disobedience, and disunity.

Article VII. Supreme Leader Clause
The Supreme Leader is the founder of the alliance, yet there are two founders, The Fallen and General Patton (CN name), so when both or one of the other resigns they shall remain the Supreme Leader position for life. The Supreme Leader is a post that cannot be given to any member, its a post that can never be demolished, any member who wants to remove the Supreme Leader(s) shall be deemed as a traitor to the Republic.

Article VIII. Amendments
Amendments can be added to this charter by 2/3 approval.
